Strengthen high-quality scientific and technological supply to support high-quality economic and social development.We will strengthen the strategic, forward-looking and systematic layout of basic research. On the one hand, we will stay at the forefront of world science and technology, strengthen original innovation "from 0 to 1," and courageously venture into the "uncharted territory" of scientific and technological innovation. On the other hand, in line with the urgent needs of national development, we will reverse-engineer scientific problems "from 1 to 0" and accelerate the resolution of the underlying scientific principles behind bottleneck ("stuck-neck") technologies. At the same time, we will further strengthen the development of basic scientific and technological infrastructure and continuously enhance our capacity for self-reliance. We will consolidate the foundation, fill gaps, shore up weaknesses and build on strengths, and, through full-chain deployment and systematic planning, promote breakthroughs in key core technologies in such priority fields as integrated circuits, industrial mother machines (machine tools), high-end instruments, basic software, advanced materials and biomanufacturing, producing a number of major landmark results. We will strengthen the role of science and technology in improving people's wellbeing, accelerate technological innovation in the prevention and treatment of major diseases, and in pharmaceuticals and medical devices, raise the level of technical equipment in work safety and major disaster response, and accelerate technological breakthroughs and the application of results in areas such as ecosystem protection and restoration, using science and technology to make people's lives better.

Promote the deep integration of scientific and technological innovation with industrial innovation and accelerate the building of a modern industrial system.We will accelerate the technological upgrading of traditional industries and large-scale equipment renewal, optimize the industrial layout, strengthen the guiding role of standards, and raise the level of internationalization. We will accelerate the development of strategic emerging industrial clusters such as new energy, new materials, aerospace and the low-altitude economy. We will make forward-looking plans for future industries, focusing on making quantum technology, biomanufacturing, hydrogen energy and nuclear fusion energy, brain-computer interfaces, embodied intelligence and sixth-generation mobile communications (6G) new growth drivers of the economy. We will strengthen the principal role of enterprises in scientific and technological innovation, accelerate the cultivation and growth of leading technology enterprises, strengthen enterprise-led industry-university-research collaborative innovation, and support enterprises in taking the lead in forming innovation consortia. We will accelerate the efficient transformation and application of major scientific and technological achievements, plan and build concept-verification and pilot-scale (mid-test) verification platforms, and increase the development, opening-up and sharing of application scenarios. We will accelerate the development of sci-tech finance, and support capital in investing early, investing small, investing for the long term and investing in hard technology.

Improve the regional innovation system and create new growth poles and engines of power for high-quality development.We will advance the three international scientific and technological innovation centers — Beijing (Beijing-Tianjin-Hebei), Shanghai (the Yangtze River Delta) and the Guangdong-Hong Kong-Macao Greater Bay Area — in enhancing their functions of generating original innovation, leading high-end industries and gathering top-tier talent, and accelerate their development into important strategic fulcrums for building China into a strong country in science and technology. At the same time, we will strengthen the development of regional scientific and technological innovation centers and support localities in building distinctive innovation highlands based on their respective endowments.

Advance the integrated development of education, science and technology and human resources, and give full play to their fundamental and strategic supporting role.We will coordinate independent scientific and technological innovation with the independent cultivation of talent, and, in the organization and implementation of major national science and technology missions, gather and cultivate scientific and technological talent and innovation teams. We will establish a discipline-adjustment mechanism adapted to national strategic needs and make plans for urgently needed disciplines and specialties. We will cultivate and produce more strategic scientists, leading technology talent, master craftsmen and other categories of talent, and strengthen support for young scientific and technological talent. We will vigorously promote the spirit of scientists, and guide and encourage researchers to aim high, work hard and devote themselves to innovation. We will continue to deepen the reform of the science and technology evaluation system, highlighting innovation capability, quality, effectiveness and contribution. We will improve the governance system for research integrity, resolutely punish academic misconduct, and effectively foster a clean and upright scientific research ecosystem.

Strengthen international exchanges and cooperation in science and technology so that science and technology can better benefit humanity.We will proactively integrate into the global scientific and technological innovation network, actively strengthen intergovernmental bilateral and multilateral exchanges and cooperation as well as non-governmental scientific and technological exchanges and cooperation, deepen the implementation of the "Belt and Road" Scientific and Technological Innovation Action Plan, and foster an open innovation ecosystem with global competitiveness. We will improve the level of global scientific and technological governance, actively participate in the formulation of international rules in emerging technology fields such as artificial intelligence, biology and space, strengthen international joint research on issues such as climate change, food security and energy security, and provide more Chinese solutions for jointly addressing global challenges.
